Marcia Fritz, C.P.A., will make a presentation on pension reform to the Sutter County Taxpayers Association at a brunch beginning at 11:30 A.M. on Saturday, July 23 at the Wonderful Restaurant in Yuba City.
Ms. Fritz will describe in detail how lenient pension accounting rules adopted by the Governmental Accounting Standards Board in 1994, a labor-dominated CalPERS board, Proposition 162 restrictions on taxpayer oversight, and closed session negotiations by local governments helped to create the pension crisis in California.
The brunch is a fundraiser to pay legal expenses for Robert Stark, Auditor-Controller for Sutter County, who has been charged with several felonies related to poor performance. His performance was investigated by the Grand Jury after Mr. Stark publicly criticized the Board of Supervisors on August 31, 2004 for approving $11 million in retroactive pension benefits as a consent agenda item without public debate or independent analysis by his office. Mr. Stark's attorney will also make a presentation at the brunch.
Marcia Fritz owns a CPA firm in Citrus Heights, California, and has provided audit and consulting services to state and local government agencies for over 30 years. Prior to forming her firm she was a senior manager with Ernst & Young in their San Jose, Orange County, and Sacramento offices. She is an advisor to Assemblyman Keith Richman in his efforts to reform pensions provided to future government workers in California.
